The Electronic Monitoring Program is a cost effective alternative to juvenile detention. Participants on EM must remain in their residence unless pre-approved to attend school, employment, medical, and legal appointments. State law defines electronic monitoring as “confinement" so youth earn credit for time served on EM.

To ensure safety and minimize community risk, program staff will closely monitor youth for cooperation and compliance with court ordered conditions of supervision. They assess a youth’s suitability for the program by examining the following:

Background (family, social, and emotional)
Residential situation
Telephone capabilities

Our equipment is state of the art Global Positioning System (GPS) electronic monitoring which surpasses the capabilities of radio frequency based (RF) EM. This technologically advanced tool monitors the “real time” location of defendants twenty-four hours per day, seven days per week. This equipment also allows the EM program to set predetermined exclusion or inclusion Electronic monitoring equipment zones which when violated, alerts the supervising officer immediately. Violations result in immediate incarceration in the detention facility.

When Youth are ordered “confined” by the Juvenile Court Judge they may be accepted into the Electronic Monitoring program and confined at home if:

Parents support all program rules and report violations
Youth agrees to follow all program rules and court ordered requirements
Equipment is compatible to the home for proper hook-up
E.M. staff approve youth placement on the program

Youth may be approved to attend a job, school, or a Community Service work site.

Program Rules

Follow all court ordered mandates

No illegal activity of any kind
No drug/alcohol use
No tampering with equipment
Follow all program rules, including parental “house rules”
Attend all scheduled activities: school, job, Community Service, Counseling
All scheduled activities must be pre-approved by EM Staff

Youth violating EM/SAC rules are immediately transported to and detained in the Juvenile Detention Facility. Unscheduled absence from home, school, job site, etc., results in a Felony Second Degree Escape charge. All illegal activity will lead to arrest. Youth are billed for the cost of any willful equipment damage.

OPPORTUNITY:

Electronic monitoring equipment Youth choosing to cooperate and participate in these programs avoid incarceration in the Detention Facility.

ACCOUNTABILITY:

A youth’s movements and actions are closely monitored in all phases of the program. Rules and expectations are clearly explained. Electronic Monitoring Staff perform random site visits and phone checks to the youth’s home, school and job site. Ensuring public safety, through accountability, is the priority of these confinement programs. Violators are prosecuted.

TEAMWORK:

A youth’s success in these programs is possible when he/she works cooperatively with the whole team. This includes following parent’s rules at home, requesting schedule changes, reporting problems to the Electronic Monitoring Probation Officers, responding to the instruction of the school teachers, and completing the jobs assigned by the Community Service Work Crew Officers.
