tax dollars.
Negotiation Guiding Principles
- Maintain a 10% rainy day reserve.
- Do not spend one time revenue for ongoing expenses.
- Expenditure should not exceed revenue.
- Establish and maintain adequate service levels.
- Establish partnership to address escalating health care costs.
