Passport Services

Spokane County’s Auto Licensing Office is accepting U.S. passport applications. U.S. citizens may apply for their passport book and/or the passport card between the hours of 8:30 a.m. to 4:30 p.m. on Monday through Friday.

Passport Photos

Passport photos will be available on site. The fee is $12.00 including tax for two color photos. Payable in cash or checks.  Make checks payable to Spokane County.

Air Travel

All U.S. citizens traveling by air outside of the United State are required to present a valid passport or other valid travel documents to enter the United States.

Land and Sea Travel

Currently, U.S. citizens need to present either (a) a passport, passport card, or WHTI-compliant document; or (b) a government-issued photo ID, such as a driver's license, along with proof of citizenship, such as a birth certificate.

Later...

As early as June 1, 2009, the U.S. government will implement the full requirements of the land and sea phase of WHTI. (Western Hemisphere Travel Initiative) The proposed rules require most U.S. citizens entering the United States at sea or land ports of entry to have a passport, passport card, or WHTI-compliant document.

New:  US Passport Card

The passport card will facilitate entry and expedite document processing U.S. land and sea ports-of-entry with arriving from Canada, Mexico, the Caribbean region, and Bermuda.

  • May not be used to travel by air
  • Less expensive
  • More portable alternate to the traditional passport book
  • Validity period 10 years for adult, 5 years for minors (children 15 and younger.)

Important Notice

Beginning February 1, 2004, all minors applying for passports must appear in person. Both parents or the child’s legal guardian must sign the passport application. If both parents are unable to appear, the absent parent must submit a statement of consent, which includes the child’s name and date of birth, authorizing passport issuance.

Passport Fees and Acceptable Payment

  • Passport Book Fees:
    First time adults fees $75.00- plus the execution fee of $25.00.
    Minors (15 yrs & younger) fees $60.00- plus execution fee $25.00.
  • Passport Card Fees:
    First time adults fees $20.00- plus execution fee $25.00.
    First time minors $10.00- plus execution fee $25.00.
  • If you apply for the Passport Book and the Passport Card at the same time:
    Fees for first time applicants:
    Adults: $95.00- plus execution fee $25.00.
    Minors: $70.00-plus execution fee $25.00.
  • Expedited Service:
    $60.00 for each application
  • Methods of Payment:
    Cash Checks (personal, certified, cashiers, travelers, money orders). Sorry we don’t accept credit or debit cards.

Processing Time

Average processing time is 6 weeks. Expedite services can be used if departure is within 2-5 weeks. Expedited passports are an additional $60.00 per passport, plus the cost of two-way overnight delivery.
