The Spokane County Hearing Examiner conducts public hearings on various land use applications, appeals of land use determinations made by divisions of the County Public Works Department, and certain other quasi-judicial matters. This includes applications for rezones, preliminary plats, variances, conditional use permits and shoreline permits. Decisions by the Hearing Examiner are subject to appeal to Superior Court, the Board of County Commissioners or the Shorelines Hearing Board, based on the record established before the Examiner. The Hearing Examiner is an attorney appointed by the Board of County Commissioners. The Hearing Examiner's Office is not part of the Public Works Department.
