Pickleball / Tennis Court Modifications
Spokane County Parks, Recreation & Golf is looking into how to maximize public use on existing tennis courts at Holmberg and Linwood community parks. The Department has received recent input from citizens that would suggest converting some tennis courts to pickleball courts or adding lining to accommodate both sports on the same court would best serve the community.
In response to this initial feedback from the community, staff developed preliminary design concepts showing possible court reconstruction ideas for both sites. In combination with design concepts, staff also composed an online survey with a goal of gathering further community input. The survey (which included links to the design concepts) went "live" on October 16th, 2020 and ran through October 26th, 2020. It was advertised via email communication with pickleball and tennis stakeholders, and physical signage was posted at each park to encourage general park users to participate in the survey as well. The survey results (link below) contained valuable insights into not-only the community's overall support of the project as-a-whole but also into suggested improvements to the design concepts.
During the week of October 26th - 30th, 2020, staff utilized the constructive feedback collected through the survey to refine the original design concepts (Option A), develop alternate designs (Option B), and establish estimated construction budgets for each design scenario. The survey results, design concepts, and preliminary cost estimates, were then shared with the Spokane County Park Advisory Committee (PAC) at a special meeting on Wednesday, November 4th, 2020. After review and discussion, by a unanimous vote, the PAC voted to formally "Recommend and Advise” the Spokane County Director of Parks, Recreation and Golf (Parks Director) to pursue and request funding from the Board of County Commissioners to renovate the existing tennis courts in Linwood and Holmberg Community Parks in 2021 as specifically outlined in the preferred design alternative Option B. In addition, the PAC recommended that the Parks Director request funding to install lighting at the Holmberg Park Courts, if funding is available, in 2021.
On Monday, November 9th, 2020, staff briefed the Board of Spokane County Commissioners on this proposal and formally requested consideration for 2021 capital funding to renovate the existing tennis courts in Linwood and Holmberg Community Parks in 2021, as recommended by the PAC. Funding for court lighting at the Holmberg Courts was also requested for consideration during this briefing.
Over the coming weeks and months, the Board of Spokane County Commissioners will be working to refine the 2021 county-wide capital budget. In a typical year, the final decision on project funding may not be complete until February of the following year. Updates will be posted here as they become available.
