The following limits are established to protect against pass through and interference, expressed as Maximum Allowable Discharge Limits. No Significant Industrial User may discharge wastewater into any sewer which conveys wastewater to the Spokane County Regional Water Reclamation Facility in excess of the following concentrations:
- Arsenic: 0.12 mg/L.
- Benzene: <0.5 mg/L.
- Cadmium: 0.07 mg/L.
- Total Chromium: <5.0 mg/L.
- Copper: 0.74 mg/L.
- Cyanide: 1.01 mg/L.
- Fats, oils and, grease: See Spokane County Code 8.03A.0201 B 19.
- Lead: 0.32 mg/L.
- Mercury: 0.012 mg/L.
- Molybdenum: 0.66 mg/L.
- Nickel: 1.74 mg/L.
- Selenium: 0.40 mg/L.
- Silver: 0.46 mg/L.
- Zinc: 2.59 mg/L.
- The pH limit set in Spokane County Code 8.03A.0201 B(2) may also be enforced as a Local Limit.
The above limits apply at the point where the wastewater is discharged into the sewer.
Spokane County and the City of Spokane have entered into a Multijurisdictional Agreement (MJA) for their pretreatment programs. By this agreement, users within a service area but outside that system’s regulatory area will be enforced by their service providers pretreatment program. Therefore, any Users that discharge wastewater into any sewer which conveys wastewater to the City of Spokane Riverside Park Water Reclamation Facility must comply with the limits set forth in Spokane Municipal Code 13.03A.0204 even if they are in the County’s regulatory area.
