Spokane County Commissioners set a date for public hearing to create the C-PACER program
C-PACER is a financing program that can reduce barriers for owners seeking to improve their buildings. Upgrade costs are tied to the property, rather than the owner, which can allow for longer term and lower cost financing that does not impact the owner’s debt to equity ratio. In addition to clean energy improvements, water conservation and resiliency improvements—including seismic retrofits fire protection, or flood readiness—also qualify for this financing. The BoCC will take public testimony with anticipated consideration on July 12. If the BoCC adopts the program, it will be effective immediately and administered by the Building & Planning department. Draft documents are available for public review here.
