SIRR Team Investigating July 6, 2019, Officer Involved Shooting
The Spokane Investigative Regional Response Team (SIRR) is investigating the Officer Involved Shooting Incident involving a Spokane Police Officer that occurred on July 6th in the city of Spokane.
At approximately 3:10 p.m., a Spokane Police Officer advised, via his radio, he was in foot pursuit of a suspect with an active felony warrant for his arrest southbound on Maple from 6th Avenue.
Within a minute or two, the Officer advised shots fired, clarifying moments later he fired at the suspect who was armed with a pistol. He advised the suspect, later identified as 46-year-old Charles E. Jackson Jr., was running west on 7th and provided a description of Jackson’s clothing as well as information he was armed with a black semiauto handgun.
Multiple Officers responded to the area to assist and establish a perimeter to help locate Jackson. Additionally, K9 Units and Air 1 were requested to aid in the search.
Hearing the announcements provided by the perimeter patrol units, a citizen advised an Officer he noticed a male matching the description of Jackson in the alley behind his home located in the 1600 block of W. 9th Avenue. At approximately the same time, another Officer searching for Jackson advised he observed a male running across Maple in an alleyway. Officers pursued and successfully took Jackson into custody without further incident in the 1400 block of W. 9th Avenue.
The Officer Involved Protocol was enacted, and the SIRR Team responded to conduct an investigation and process the scene for evidence.
At the scene, SIRR Team Investigators recovered a realistic firearm replica pistol that Officers located on Jackson when he was arrested. Additionally, they learned Officers had been provided information from the US Marshal’s Office regarding Jackson’s felony Federal Probation Violation warrant (Original Charge: Possession of a Weapon) which was extraditable, nationwide.
SIRR Team Investigators also learned of several social media posts of Jackson’s where he said he wouldn’t go back to prison and taunted his probation officer and US Marshals stating he was armed and wouldn’t be taken alive.
The SIRR Team continues to conduct interviews and review evidence, including the involved Officers’ body-worn cameras who were involved in the incident.
No Officers or Citizens were injured. Jackson was provided medical attention as a precaution prior to being transported and booked into the Spokane County Jail.
The SIRR Team is comprised of multiple agencies in eastern Washington, including the Spokane County Sheriff's Office, Spokane Valley Police Department, the Washington State Patrol, and the Spokane Police Department.
• The Spokane County Sheriff’s Office is the managing agency in this incident. All future communications on this incident will be sent via the SIRR Team.
• The Spokane Police Department will release the name of the officer involved in this incident
- Once the SIRR Team investigation is complete, the case will be forwarded to the Spokane County Prosecutor’s Office for review.
