[ARCHIVED] Suspect Charged with 26 Counts of Possessing Child Pornography

Spokane County Sheriff’s Office Sexual Assault Unit Detectives (SAU) charged 21-year-old James P. Millican with 26 counts of Possession of Depictions of a Minor Engaging in Sexually Explicit Conduct.

SAU Detective Scott Streltzoff began his investigation in December of 2015 after receiving a tip from the National Center for Missing and Exploited Children (NCMEC http://www.missingkids.com/home) which included three pictures of minors engaging in sexually explicit conduct.

During this investigation, Detective Streltzoff identified Millican as the suspect and served search warrants to gain access to the images Millican stored in his Cloud storage and on his computer. The search warrants yielded 250 images depicting juveniles engaging in sexually explicit conduct and 20+ videos of juveniles engaging in sexual acts with adults.

Detectives estimated the ages of the juveniles in the pictures and videos to be approximately 5 to 12 years of age.

Millican, already in custody for four Indecent Exposure charges stemming from incidents in 2014 and 2015, was charged with 26 counts of Possession of Depiction of a Minor Engaging in Sexually Explicit Conduct.
