Public Works Building Closed to Public Access

Significant changes in operations 

  
SPOKANE COUNTY, April 8, 2020 – The departments of Building and Planning, Environmental Services and Public Works are located in the Spokane County Public Works Building at 1026 W. Broadway (east of the County Courthouse). On Thursday, April 9th the building will be CLOSED to public access. However, all three departments are open to serve the public, but with some significant operational changes that will continue until further notice.
 
Building and Planning

    • 7:30 a.m. to Noon on Friday.
  • Permitting:
    • Permitting and Planning staff are available via phone and by appointment only to assist with permit requests. Permitting and Planning staff are also available through email.
    • Submittals for all permits are done through either electronic format (on the County portal) or can be left in the drop box located outside the north entrance to the Public Works Building. Notification of receipt of acceptance for project review will be sent to the applicant.
    • Payments can be made online through the permitting portal or by mail with a check. Do not mail cash!
  • Inspections:
    • Building inspection staff are working from home. Desk phones are forwarded to their cell phones.
    • Inspections will be provided consistent with Governor Inslee’s proclamation and will include footing and foundations for basements, retaining walls, finals, and retrofits and homeowner remodels where the inspections can be done by virtual inspection and is part of the owner-occupied structure.
    • Some inspections will be conducted virtually through video or photos; in-person inspections will be at the inspector’s discretion and subject to social distancing protocols.
  • Technical Review/Pre-Development Meetings
    • Technical Review/Pre-Application meetings will be held by telephone conferencing or by phone. Applicants should contact staff by phone for directions on how to submit projects.

  • Please call (509) 477-3604 and leave a message that includes your name, phone number and why you are calling. Messages are monitored throughout the day and a customer service representative will return your call.  
  • Sewer Connection Permits are not being issued while the “Stay Home, Stay Safe” order is in effect. Exceptions include “essential” construction projects and/or where an open trench presents a public safety concern.
  • Sewer inspections will be provided only in the case of an emergency repair. Exceptions include “essential” construction projects and/or where an open trench presents a public safety concern.
    • The permit for an emergency sewer repair will not be required at the time of the repair but will be required once the order has be lifted. 
  • Payments for utility billings are not accepted in the Public Works Building.  Please make your payments using one of the following options:
    • Payments Online: To make payments using your credit card or bank account, go to www.spokanecounty.org/es   
    • Payments by Phone: You may use your bank account, debit card or credit card. For more information, call 1-866-315-6352. 
    • Payments by Mail: Submit your payment stubs (along with a check or money order) payable to Spokane County Environmental Services at P.O. Box 2355, Spokane, WA 99210-2355.  Do not mail cash!
    • If you have no other option than to pay your sewer bill in person, a drop box is available outside the main entrance to the County Courthouse (1116 W. Broadway Avenue).
  • Spokane County Regional Solid Waste System
    • The North County and Valley Transfer Stations are open from 8:30 a.m. to 4:00 p.m. daily.
      • A sharp increase in traffic at these facilities has resulted in overcrowding and long lines. We ask our residential self-haul customers to limit their visits to only “essential” garbage disposal. If possible, please postpone dropping off yard waste and/or recycling.
